KNHPI is an autonomous institute registered under Society Registration Act, 1860 under the control of Khadi & Village Industries Commission (KVIC) Ministry of Micro, Small & Medium Enterprises (Govt. of India).

The institute was emerged from a project of the Govt. of India titled "Strengthening the Handmade Paper Industry in India" with assistance of UNDP, started in September, 1991 and implemented by KVIC. The executing agency of the project was UNIDO.
